Fire-safety regulation in Quebec

In Quebec, fire safety isn't a suggestion: it's the law. Here's how a code becomes a binding regulation, what CNPI 2020 and NFPA-10 2013 require of owners and managers, and the maintenance deadlines you have to meet for your extinguishers.

From a national code to binding regulation

A code, on its own, doesn't carry the force of law. The National Building Code and the National Fire Code are reference documents written at the Canadian level. They only become binding once a province or territory adopts them.

When the Quebec government adopts one of these codes, it turns it into a regulation. That's what happened on April 17, 2025: the new edition of Chapter VIII, Building, of the Safety Code, published in the Gazette officielle du Québec on April 2, 2025, came into force. Requirements that were recommendations became legal obligations across the province.

A transition period applies: the provisions of Chapter VIII as they read before April 17, 2025, can still be applied until October 16, 2026.

CNPI 2020, the Quebec version

Chapter VIII of the Safety Code is made up of the National Fire Code of Canada 2020 (CNPI, after its French title), published by the National Research Council of Canada, plus the modifications adopted for Quebec. That edition refers directly to the NFPA-10 standard in its 2013 edition.

And the reference is anything but vague. Article 6.2.1.1 of Division B ("Inspection, testing and maintenance") requires portable extinguishers to be inspected, tested and maintained in accordance with NFPA 10. NFPA-10 2013 is therefore no longer just an industry best practice: it's built into Quebec regulation and becomes a legal reference for everything involving portable extinguishers.

The enforcement window: from occupancy to demolition

The fire prevention code comes into force the moment a building is granted occupancy, and it stays in force until the date of its demolition.

In other words, the duty to comply spans the building's entire useful life. There's no pause and no grace period once people occupy the premises.

Extinguisher maintenance intervals (NFPA-10 2013)

NFPA-10 2013, as built into the CNPI, sets four key deadlines for portable extinguishers. Each deadline below cites the exact paragraph of the standard, verified word for word against the official text, so you can double-check everything.

Why not reproduce the full text? Because the codes are copyrighted: NFPA-10 belongs to the NFPA (free read-only access with an account on nfpa.org) and the Quebec-modified CNPI 2020 to the NRC, which offers it at no charge on its site. Citing the precise paragraph is exactly what the regulation itself does: it incorporates the standard by reference.

  • § 7.2.1.2: each extinguisher must be inspected "at intervals not exceeding 31 days", manually or by an electronic monitoring device. That's the exact wording: 31 days, not "once a month".
  • § 7.3.2 and 7.3.2.1: an annual external examination of every extinguisher (damage, corrosion, blockage, legible instructions, and a check that no 6-year examination or hydrostatic test is due), following the manufacturer's service manual procedures (§ 7.3.1). § 7.3.3 adds a periodic internal examination for certain types, at the intervals set by Table 7.3.3.1.
  • § 7.3.6: every 6 years, stored-pressure extinguishers subject to the 12-year hydrostatic test must be emptied, then put through the applicable internal and external examination procedures of the manufacturer's manual and the standard.
  • § 8.3.1 and Table 8.3.1: periodic hydrostatic testing at intervals no longer than those the table sets for each type of unit, typically 12 years for stored-pressure dry-chemical extinguishers, the most common kind, and 5 years for other types such as water or CO2.

Fire classes at a glance

Choosing the right extinguisher starts with knowing what kind of fire you're dealing with. Here are the main recognized classes.

  • Class A: ordinary solid materials (wood, paper, cloth, plastics).
  • Class B: flammable liquids and gases (gasoline, oils, solvents).
  • Class C: energized electrical equipment.
  • Class D: flammable metals such as lithium and magnesium.
  • Class K: cooking oils and fats, typical of commercial kitchens.

Lithium batteries: a blind spot to know about

Lithium-battery fires are a special case. As of this writing, there is no ULC-approved extinguisher designed to put out a lithium-battery fire.
